      <title>Major trucking legislation moves forward in Congress</title>

          A key piece of trucking legislation is making its way through Congress. While it focuses on the food industry, which is something we at Paveway don't focus on, it does highlight some of the major reasons that trucking is so important for America's transportation infrastructure.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          According to
          &#xD;
    &lt;a href="https://www.world-grain.com/articles/18559-ngfa-supports-us-trucking-industry-legislation" target="_blank"&gt;&#xD;
      
           World-Grain.com,
          &#xD;
    &lt;/a&gt;&#xD;
    
          here are some of the bills moving forward:
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          A bill  that eliminates regulatory barriers and addresses truck driver shortages by making permanent commonsense waivers issued by the Federal Motor Carrier Safety Administration (FMCSA) during the Trump administration in response to COVID-19 and extended by the Biden administration.  The bill allows states and third-party examiners more flexibility in administering CDL tests and allows a state to administer driving skills tests to any out-of-state CDL applicant, regardless of where the applicant received driver training.
           &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          Another provision being considered would not t increase the overall Federal Gross Vehicle Weight limit but allows for a 10% axle variance for “Dry Bulk.” This language passed the committee in the past two Congresses.
           &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          Dry bulk is defined as “homogenous unmarked nonliquid cargo being transported in a trailer specifically designed for that purpose.” When dry bulk loads shift, they may not easily redistribute across axles. The natural motion of the truck causes the load to be improperly distributed.
           &#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;

          The South Carolina Department of Transportation has announced its 2024 paving schedule.
         &#xD;

  &lt;div&gt;&#xD;
    
          As a trucking and transportation company based in South Carolina (Greenville to be exact). we are always looking and following these schedules because it affects our drivers and business partners. Simply put, better roads are better for our business. But knowing when to expect to congestion due to construction is also something we need to be following.
         &#xD;

          "The S.C. Senate voted unanimously to approve their version of the state budget.

          It differs from the version passed in the SC House which totaled more than $13 billion.

    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          With over $1.2 billion in projected surplus for nonrecurring expenses, several local roadways and projects are on the list for potential funding pending the Governor's veto.
          &#xD;

    &lt;br/&gt;&#xD;
    
          The first is SC 22. More than $30 million is set aside in proviso to support elevating the highway above the Waccamaw River. In, 2018 Hurricane Florence rainfall inundated numerous roads in Horry County including SC 22."

          "The budget proposal also includes $200 million to accelerate bridge repair work in the state Department of Transportation’s 10-year plan. “Most of South Carolina’s bridges were built in the ‘50s and ‘60s, and 63% of the bridges on our interstate and primary networks need some type of repair or replacement,” said state Rep. Heather Ammons Crawford, R-Horry."
          &#xD;
    &lt;br/&gt;&#xD;

          North Carolina environmental officials are facing lots of questions as they push to adopt rules by year's end that would speed up sales of electric trucks and buses.
          &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          Gov. Roy Cooper wants the state to adopt what's known as Advanced Clean Trucks rules to help slow climate change. He made it a priority last October when he issued Executive Order 271. Transportation is the state's largest source of carbon emissions that cause global warming, so switching to electric trucks would help reduce those pollutants.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The proposed rules are the same as those in California. They would require vehicle manufacturers to sell an increasing number of electric trucks and buses starting in four years. Sales targets would apply to all vehicles over 6,000 pounds, from larger pickups and minivans to tractor-trailers and dump trucks. The rules would not apply to public transit buses, which are covered under other rules, but they would apply to school and private buses.

           did a story
          &#xD;
    &lt;/a&gt;&#xD;
    
          on the need for truck drivers in South Carolina and nationwide.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  
         Truck drivers have been in high demand since the pandemic, which hit the trucking industry hard as COVID-19 spread across the state and nation.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         Grocery stores took longer to be restocked, fuel prices spiked, and even clothing stores fell behind on stocking shelves.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         With a lack of drivers, it led to a lack of supplies.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         The South Carolina Department of Motor Vehicles (SCDMV) is doing their part to see fill current vacancies. The agency hosted CDL day earlier this month, and state officials say they hope it makes a difference. From the WACH piece: "This is one way to demonstrate that we're on that way to be more accessible and be more truck friendly," said Kevin Shwedo, Executive Director SCDMV.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         The American Trucking Association says there are more than 80,000 open positions nationwide and between 2,000 - 3,000 thousand truck driver vacancies in South Carolina.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         Drivers can make an average yearly salary about $60,000.
         &#xD;
  &lt;br/&gt;&#xD;
  &lt;br/&gt;&#xD;
  
         ”Once the economic started to come back, we were just covered up with demand. Everyone was catching up and freight was flowing again. But we don’t have enough drivers, and we still don’t have enough trucks," Rick Todd, President of the SC Trucking Association told WACH.
         &#xD;

          The money comes from $453.5 million in federal COVID aid the General Assembly designated to roadwork in a law signed by Gov. Henry McMaster, plus $133.6 million lawmakers allocated to rural interstates in 2022-23. In total the General Assembly has approved spending nearly $2 billion on the widening of I-26.
          &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          Veteran Lexington County state Sen. Nikki Setzler, a member of the joint legislative committee approving use of the federal money, said, “We are making a difference in infrastructure in South Carolina. Ten years from now, you’re not going to recognize the infrastructure in this state with the improvements being made.”'
         &#xD;

    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;

          This is a unique holiday on our calendar, and one that many people don't quite understand.

  &lt;div&gt;&#xD;
    
          According to

            "Veterans Day is a time for us to pay our respects to those who have served. For one day, we stand united in respect for you, our veterans.
          &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          This holiday started as a day to reflect upon the heroism of those who died in our country's service and was originally called Armistice Day. It fell on Nov. 11 because that is the anniversary of the signing of the Armistice that ended World War I. However, in 1954, the holiday was changed to "Veterans Day" in order to account for all veterans in all wars."
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          Now, here is why this day is a little more of interest in Greenville where Paveway Express is headquartered. Soldiers from the 30th Infantry Division trained at Camp Sevier, a 1,900-acre facility off what is now Wade Hampton Boulevard, to fight in World War I.
          &#xD;
    &lt;br/&gt;&#xD;
    &lt;br/&gt;&#xD;
    
          And those same soldiers, many of them South Carolina natives, helped to break the Germans’ Hindenburg Line, which had been considered unbreakable, leading to the end of the war in November 1918.
          &#xD;

  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;

         Construction on site will lead to more trucks in 2023

          Paveway Express recently started an expansion of its Greenville facility at 10 Broadway Street.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          The fast-growing trucking company has cleared about an extra acre of land to expand its parking facilities with the long-term goal of adding 10 new trucks in 2023, said Justin Jenkins, owner and president of Paveway Express.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          Phase one of the work will be done in November, and the second phase should be complete by  April.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          “We have been growing rapidly and adding staff and equipment,” Jenkins said. “Part of the reason we purchased this facility was because we knew there was room to grow. We thought that would be more down the road, but down the road has come quicker.”
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  
         Jenkins originally wanted to get into waste hauling, but after doing his due diligence, he decided that transportation with an emphasis on the automotive industry was more in line with his skills and abilities.  Since its start in February 2017, the company has grown to 25 trucks, 42 employees, and running routes in six states: South Carolina, North Carolina, Alabama, Tennessee, Indiana, and Georgia.
         &#xD;

          The Minority Business Accelerator supports and scales high-potential minority-owned firms by providing targeted training, access to business coaches, and access to large corporations.           As we head into the final few months of 2022, it's good to recap and get a refresh on what is happening on our roads. As a trucking company, we strive to always know some of the big things that are happening in our industry and sharing them with you.

  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          Here are some of the big things you may have missed.
         &#xD;

    &lt;br/&gt;&#xD;

          -- BMW announced a
          &#xD;
    &lt;a href="https://www.wspa.com/news/local-news/bmw-to-announce-major-economic-development/" target="_blank"&gt;&#xD;
      
           major expansion
          &#xD;
    &lt;/a&gt;&#xD;
    
          in Spartanburg.  The $1.7 billion investment includes $1 billion to prepare for the production of electric vehicles at Plant Spartanburg, and $700 million to build a new high-voltage battery assembly facility in nearby Woodruff. That means a lot more freight moving in and out of the Upstate.
          &#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          -- The S.C. Ports Authority has
          &#xD;
    &lt;a href="https://www.freightwaves.com/news/sc-ports-to-construct-intermodal-facility-to-serve-charleston" target="_blank"&gt;&#xD;
      
           announced
          &#xD;
    &lt;/a&gt;&#xD;
    
          it is building rail and barge projects aimed at supporting the growth of imports and exports through the Port of Charleston.  SC Ports will be partnering with Palmetto Railways, CSX (NASDAQ: CSX) and Norfolk Southern (NYSE: NSC) to develop the Navy Base Intermodal Facility, which will provide near-dock rail to Charleston.  The facility will be located one mile from the Leatherman Terminal, with containers moving to and from it to the new facility on a dedicated road, according to SC Ports. Rail-mounted gantry cranes at the facility will lead containers on and off trains. 
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          -- The South Carolina Department of Transportation will receive
          &#xD;
    &lt;a href="https://www.thetrucker.com/trucking-news/the-nation/white-house-announces-first-ever-bridge-investment-program-grants" target="_blank"&gt;&#xD;
      
           $720,000
          &#xD;
    &lt;/a&gt;&#xD;
    
          to determine how to replace 12 rural bridges over the Great Pee Dee River floodplain, including various creeks and swamps, located in the northeast corner of South Carolina.
         &#xD;

  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;

           "Paveway has benefited from its close proximity to BMW Group Plant Spartanburg, the automaker’s only U.S. production site, which is only a few miles down the interstate from Paveway’s Greenville home office. But BMW isn’t the only auto manufacturer to benefit from Paveway’s services. 'Ninety percent of our freight is automotive-related,' Jenkins explained. 'We deal with Tier 1, Tier 2 BMW suppliers, Volkswagen suppliers and Volvo suppliers – a lot of automotive-manufacturing suppliers. We transport parts such as hoods, seats, headliners.'"

           What started as a dream to pave a new way of life for his family, has turned into a business that recently celebrated its fifth anniversary as one of the fastest-growing transportation companies in the region.“
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Sometimes, it seems like the fastest five years of my life,” said Justin Jenkins, owner and president of Greenville-based Paveway Express. “Other days, it seems like a lifetime when I bought my first truck and started Paveway.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

          &#xD;
    &lt;/span&gt;&#xD;
    
          enkins originally wanted to get into waste hauling, but after doing his due diligence, he decided that transportation with an emphasis on the automotive industry was more in line with his skills and abilities. Since its start in February 2017, the company has grown to 25 trucks, 42 employees, and running routes in six states: South Carolina, North Carolina, Alabama, Tennessee, Indiana, and Georgia.
          &#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Customers include BMW, Volvo, and Volkswagen, and Paveway Express is the current Greenville Chamber of Commerce 2020 Minority Business of the Year. Jenkins said the Paveway name comes from his goal to build a company to “pave my way to the future.”
            &#xD;
        &lt;br/&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “We’ve seen a tremendous amount of support and that has helped lead to our growth,” Jenkins said.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
